Anonymised global admin access #1280

Currently when we want a partner user to have anonymised global access to the TC, we specify their partner org as UNHCR, which confers this type of access.

As a TC admin I would like a user type equivalent to UNHCR access So that users don't erroneously seem to belong to UNHCR and we keep an accurate log of the actual partner orgs using the TC

We haven't used it much so maybe it could use some testing - but that is its purpose

Thanks, @camerojo - amended the title and I suppose first step is to review semi-limited, in that case.
