Multicast to chats #467

As a source partner (for example) I would like to send the same message to multiple candidates so that I don't need to repeat the same message on multiple individual channels

This is particularly useful for communicating with the shortlist of candidates going for a job. It is also something that is not possible on Slack.

Implementation

The most natural way to do this would be from a submission list - selecting some or all candidates and then selecting which type chat you want to post on, and then the message you want to post on all channels.

Not essential to Employer Access - maybe a nice to have which could come out of the employer trial
