Produce a non-courts version #40

Given the restrictions on the courts data, we should produce a non-courts version of LNE that can be more widely circulated

I could do this, as I've never had the courts data in my copy of the LNE code. Documented in the README how I run it: https://github.com/TalkAboutLocal/local-news-engine#running-without-the-courts-data
