Search in description fields #54

One of our concerns over search was that the tool would allow people to search for a specific thing each week and build up a database of people who'd been accused of certain offences. Given the short run-time of the prototype, this isn't an issue for the prototype - so can we add a search field to search other fields?

Looking at the data and thinking about what I think users are likely to expect from a search field, I've cast the net fairly wide, while still excluding fields that will never contain the info that we're looking for. If this is being added to areas.html then I think it makes sense to add names as well

Camden Planning: "application_type" "development_address" "development_description"

Islington License "License Type" "License for" "Status"

Islington Planning: "Application Type" "Site Address" "Development Description"
