We need a ticker to display system information like the news

Upon completion of this task, there will be a ticker/live stream updates tailored to specific topics (eg, users are talking about "Donald Trump", the ticker would display article links in live time about Trump tweeted about, said in a press release, etc -- this functionality is encapsulated some place else).

Note the following may change per discussions with whomever is working on the ticket/their thoughts on the matter, may change based on the news microservice implementation, may change for other unforseen reasons (it's not set in stone, let me know if you have other thoughts!).

• [ ] Have front-end js specific code that would handle displaying said information in the ticker
• [ ] Have chatServer.js code that would handle publishing to all subscribed users (websocket publishing)
• [ ] Have chatServer.js code that would handle polling the news service we implement (for testing purposes, it's probably going to discover and grab a new dummy link every 15 minutes)

This is something that will need to be done before October 1st, or pretty close to it, be advised if you take this and it's not done I may pick it up/partial or no stocks will be awarded (pending progress)
