Minecarts disappearing in y<0 #40

In negative y's, minecarts can't be placed, disappearing instantly.

This is a very incomplete bug report, and insufficient testing was done.

My testing shows that minecarts can't be placed at any y unless it's on a track, in which case they CAN be placed at any y.

This is the same behavior as in vanilla.
