Setting the time that the blog notification is sent to subscribers #141

My customer's blog notification is sent out any where between 3:00 am and 3:30 
am. I can find nowhere that I can set it to 11:30 am.

I had initially signed him up with Feedburner. Feedburner has only 2 
subscribers, Pubsubhubbub has 154. Where can I change this?

It is very simple. Where and how can I set the time that a blog will be 
published. 
I note it has taken you 2 1/2 years to reply to my question. I hope it does not 
take as long to answer this one.
