Content notification should happen whenever feed window changes #63

SUMMARY:

If the feed window changes (everything besides the entries), we should send
an update to the subscriber (without any entries) to show what the new meta
information is for the feed.

COMMENT/REQUEST:

This should have been in the 0.2 spec release.
