Introduction of ResourceManager and changes to how pigs are cycled per turn + start on physics.

Things to do before this can be merged.

• [x] Pigs should all be added to their associated player
• [x] Each player should be cycled at the end of their turn
• [x] Add a prompt via ImGui instructing users how to start the game if a game isn't already running
• [x] Get Newton compiling on all platforms (Windows, both 64/32) (https://issues.apache.org/jira/browse/XERCESC-1912)
• [x] Camera should follow behind currently possessed object (add as it's own camera mode)
• [x] Pig should fall to ground and move around across the ground
• [x] List all of the actors in the actor inspector
• [x] Ensure resource manager caches and then loads cached data (add tagging)
