Doesn't need to be anything especially sophisticated, just some basic particle generation for rockets and bullets.

Here's an update on this task...

• Working on implementing a simple frontend within the editor for creating/editing particle effects
• Outlining binary particle format (pps) - doing lots of reading at the moment but looking at implementing extendable chunk-based format; if chunk isn't supported then can be skipped and old particle effects won't break (easily) as format evolves
