Localized wind

Hi. As you're implementing localized weather, I think it would be cool to have localized wind too. Besides obvious weather effects, I also see this as a potential for integration with other mods like:

• Breezy - localized wind might blow balloon into certain direction
• Valkyrien Skies - localized wind might be useful for sails
• Create, Immersive Engineering, TerraFirmaCraft - windmills could be affected by localized wind

Not a bad idea, though the problem is the clouds are generated from noise patterns, meaning the weather can only move globally, though a way around this could prohaps be to have a separate local wind alongside the global wind, it's not a bad idea, it would just involve some thinking
