Volume numbers are not very standardized. ComicTagger will try to parse out
the volume number from the filename if it exists. e.g.:

"Justice League v4 #28.cbr"

For more examples, see:
https://code.google.com/p/comictagger/wiki/UserGuide#Filename_Parsing

If you're expecting to get the volume number from Comic Vine, they don't keep
that info in their DB. So if there isn't a volume number in the file name,
there's no automated way to determine it. What some people like to do is use
the series start year as the volume number. You can turn this on by checking
"Use Series Start Date As Volume" in the settings, under "Comic Vine" tag.

Ah, I'd always seen the Volume Number, but I recently reimaged my machine and
had not changed my preferences. Consider this closed with code: PEBKAC (problem
exists between keyboard and chair).
