feat(query): add angular query persistence functionality

Angular Query Persister Plugin

• Created angular-query-persist-client-package
• Implemented providePersistQueryClient in new package
• Added isRestoring provider and injection token to main angular-query package
• Included example of persister package usage

• [ ] Add another more complex example for registering multiple persisters
