Fixes for Case Query functionality (close for new approach?) (4 hours) #1765

Parsing out question that query function is related to is not robust. Needs refactoring, using core HTML/JS APIs as opposed to string parsing.
There is an error when Query Form is opened. Happens every time, not causing functional issue but something to worry about.
