Data Manager selects languages to use when releasing online survey #3006

@pabba-aditya This ticket aims to help accommodate that when publishing an online survey, I'm guessing the Data Manager would not want to publish with every translation available in Tangerine. Below are a few scenarios I can think of across a kind of spectrum where the first one allows for the most flexibility and the last allows for the least amount.

  1. Surveys in a single group are targeted at specific populations so one form may need to be published with a certain set of translations while another form is a completely different set.
  2. Surveys translations needed differ from group to group, and what translations all surveys in a group are needed can be decided upon the creation of the group.
  3. Survey translation needed differ from group to group, and what translations all surveys in a group are needed change over time.
  4. Survey translations needed do not differ from group to group, but are a specific subset of translations for all groups in Tangerine.
  5. Survey translations needed do not differ from group to group, and as many translations as we can provide the better.

I think what is needed is 5. Essentially we have to provide all languages for the surveys regardless of location. Since this is domestic, we have to keep it as accessible as possible, which means that we have to provide all the translations. We are actually trying to limit the flexibility given to the Data Manager in general. We really only want them to be able to deploy the forms and look at the data/dashboards.

@pabba-aditya Good to know. In that case, I bet we might need 4 because the standard translations provided in Tangerine are not typical languages in the US. Currently the languages are as follows:

We would at least need the addition of Spanish. Are there some we would want to remove?
