The 'About' page on the client contains information about RTI and Tangerine which only helpful when Tangerine is being used in those contexts. This PR makes the content of the About page editable in the Tangerine content editor on the server.
This PR also reorganizes the client app menu to prioritizes and configure options as follows:
Add 'Home' menu item at the top (shows when logged in)
Add 'Advanced' menu item that deprioritizes the 'Maintenance' and 'Export Data' menu items
Move 'Logout' to bottom of list
Move the 'Device Info' section from the 'About' page to the 'Settings' page
Add config to hide the 'About' page entirely
