Tektopia Guide given every login to server #1063

Describe the bug A clear and concise description of what the bug is.

Every time a player logs into the server, a TekTopia book is given to that player.

To Reproduce Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error

Log into a server with no active village

Expected behavior A clear and concise description of what you expected to happen.

Expected not to receive a plethora of TekTopia Guide books

Server/Location What server were you playing on? Main(Survival) or Dev (Creative)? What are the world coordinates of your town hall marker?

Survival Server. No Town Hall present.
