Rain affects AI #210

Describe the bug When it's Raining the Villagers can act sort of weird, I've seen Merchants run off, villagers stand around unsure what to do.

To Reproduce observe a village as it starts to rain

Expected behavior Rain shouldn't effect the AI

Server/Location Offline and Survival 1

Additional context Is rain a separate block type from air like lit and unlit furnaces?

actually, rain and specifically thunder should affect the AI; rain decreases light levels so it makes it more dangerous to be outside. Thunder of course has a chance to hit them with lightning and hurt them (tango villagers don't seem to turn into witches, luckily). I do agree though that villagers don't seem to know what to do with themselves when it happens.

I have them all living in a tower block except lumberjacks and guards they don't go outside, but still it feels like every villager heads for home when it's raining even if they don't need to
