Villagers failing to level up #228

Describe the bug Despite being one of my oldest (nomad) villagers I've noticed one seems to not have gained any job skills

To Reproduce I don't know

Expected behavior Does work levels up

Additional context I'm not sure what's causing this the Farmer has clearly been working and has had just as much chance to level up as any other farmer I have but they're stuck at level 2, I even thought that they were a low-level miner when I did my initial accounting in #213 I'm going to keep an eye on this villager even longer. (I wouldn't necessarily have spotted this if I wasn't going through every villager systematically)

This seems to happen when they are trying to level up their 3rd skill. If the job they are doing is in the first 2 skills (miner or teacher for you) they will not have that problem.
