Miners are stopping work for lack of torches while having materials available to make more #485

To Reproduce Steps to reproduce the behavior:

  1. Have villager wood and coal in storage chests
  2. Allow miners to run out of torches
  3. Wait

second this, mine actually have torches in their inventory
