Teardown Azure Test Environment Deployment. Current Deployment (Refer Issue #58) has following issues -

Insufficient Resources allocated - Free Tier 60 min/Day Runtime
File Changes, Data Changes are not persistent and gets deleted after sometime, hence not reliable for integration testing with other services.

[x] Need to Teardown Test Deployment, replace with docker container that can run in the development environment of other services to test integration
