[Standardization] Containerize and Publish Pipeline #82

Add Containerize and Publish Pipeline to Publish Container in Github Package Registry, when tagged, using Github Actions.

Run the Downloaded container from ghcr.io/tanmoysg/wunder-identity-provider:latest using docker-compose.

Replace current content of docker-compose.yml with above, for ease to run using docker-compose.
