TL;DR

Switches from installing Velero to using TMC data protection

Details

To better display an end-to-end story, I wanted to use the TMC data protection capabilities instead of directly installing Velero. This change does that.

This still needs to:

deploy-all-vsphere.sh script
delete the velero.sh script
update the folllowing readmes. update velero
- docs/mgmt-cluster/10_velero_mgmt.md
- Need to write readme regarding setting up a data protection account in TMC
- docs/shared-services-cluster/09_velero_ssc.md
- docs/bonus-labs/velero_restore.md

However the changes can be made after the PR has been merged as there should be no issue. I'll approve the PR and then open a new branch to address the polish.
