监控相关的接口为什么移除了 #176

目录调整了, 没有去掉, 在index目录下, 为了支持k8s, 目前把公用的抽取出来

接口名换了一下: tarsproperty_monitor_data 去掉了tars, 变成: property_monitor_data, stat一样
