There's two caveats:

I'm only 99% confident that the YAML syntax allows for the hanging
workflow_dispatch:with nothing below it.But if it wasn't allowed, I was expecting to see a syntax error in the Actions for this PR; but instead, they're working. Also, there's an example of this in https://docs.github.com/en/actions/using-workflows/workflow-syntax-for-github-actions#using-activity-types-and-filters-with-multiple-events, namely with "page_build:"

I can't be certain that this will actually enable manual Actions, because:
To trigger the workflow_dispatch event, your workflow must be in the default branch. https://docs.github.com/en/actions/using-workflows/manually-running-a-workflow#configuring-a-workflow-to-run-manually
So I think we might as well merge this.
