Is this the case when you see clear fascists but it makes sense to keep him alive or when you want to kill hitler and save your secrets?

I'm not sure what part you are commenting on exactly but there are a few thoughts in here.

As a liberal, if you get the killing power from a dispute it makes sense to kill the person you are in a dispute with as it increases your voting margins and removes one fascist from causing more mayhem.

Who ever depending on the size of the game and what has happened, it might make sense to attempt to kill Hitler or someone else who is a clear fascist that might become president soon.

The safest option is to kill someone you are in a dispute with, but high risk comes high reward (or failure).

If you aren't in a dispute, good luck. Unless the fascist have been obvious, you're basically in the dark. Unless you have investigation results and you trust them I guess.

I think I'm happy with the current wording, but open to suggestions.
