Can't import Structure (TABL) #84

What steps will reproduce the problem?
1. When importing Structure exception PUT_FAILURE is raised

What is the expected output?
Structure is imported

What do you see instead?
Exception PUT_FAILURE

This is due to technical_setting that is mapped despite empty in TO_DATA of
object ZL_TABL_DATA
