fix SELinux "unlabled" /data/.layout_version (using init.rc import) #66

You've obviously did some testing with this, gimme some info please - why the chcon proposed earlier didn't work (didn't think it would, my busybox doesn't support Android's SELinux, does it)? I don't wanna edit .rc files again, if setting the context is all that's needed, then we can do it manually ourselves without using the chcon util.
