Add a unit test #7

This PR adds a unit test for the SL function, as well as some files to facilitate additional unit tests, and perform continuous integration.

Note that I changed the main script, capital_cost_recovery.R to allow for more flexibility in the relative path names. This should allow the script to run without issue across platforms and when run in different ways (e.g., from the command line as well as from RStudio).

This is my first GH Action that calls R, so it may take a few more commits to get this right.

@elkeasen This PR is ready for your review. I'm not sure why the GH Action is not running on this PR (it successfully ran on my branch), but hopefully once this is merged it will run on all future PRs.
