Add trigger on change of repository variables

So far as I have looked into it, I was not able to find a way to do this.

These two pages that cover events that can trigger a workflow run do not mention config variable change as a valid event:

However, users can trigger manually, by either workflow_dispatch, or Re-run all jobs
