Refactor HM Email Process #8

Context

HM report emails are currently sent from a Google sheet by Apps Script. The process was initially coded without much consideration on the code quality and maintainability. Also, without version control, it's been hard to track changes. I am planning to explore options of using a different framework that can replace apps script.
