[PL Email] Only fetch certain projects based on groups from the staffing match board #21

Context:

Currently, the process is fetching all projects from the staffing match board and sending emails to project leads/sponsors if they are staffed. But there is no way to tell if a project is finished. We are going to only limit fetching projectsto the active groups so the projects in other groups won't be included hence no reports
