limelight does not appear in network table #12

sometimes, it seems like when we lose connection to the bot while it is powered on, then reconnect we are unable to see limelight in network tables until we power cycle the bot. we need to find a better solution and maybe see if there is a way to not lose the limelight since losing it may essentially disable us in comp

we can ignore this issue for now since we now have a limelight running photonvision which doesn't need networktables
