temperature dependent efficiency of the solar panels. #6

the solar panel efficiency is calculated by sjautobidder/solar_power/solar_utils.py:temperature_efficiency but the function is never used in the actual calculation of the prediction. perhaps someone can add this function properly into sjautobidder/solar_power/solar_power.py.
