bump gin and alliance #30

Hey, PFC told me there were some issues. Right now I am unable to state sync but I will try compiling with go1.18.

Looks like there are block header issues, I've only seen these with gas problems. It also could be that the network is stuck because it is partially upgraded.

Other than these basic bumps, I have a few ideas:

get everyone on go 1.20 (I will make a separate PR)
lint the repo (sometimes this "just works")
contact sdk team (Marko B is the best point of contact, and you could also try contacting barberry@amulet.dev)

I am going to play with this, and will hopefully be able to help.
