created acuator, software, and hardware interface

Discussed offline: removing Drivetrain stuff from this PR/branch and going to push to get this merged so other subsystem work can build off the hardware interface. Then @AbbeySieg will continue working on adding swerve drive hardware interfaces (which is pretty much defined) while @danielbrownmsm does the R&D on controlling the drivetrain
