verify all events fired during chunk generation/biome decoration #1303

All events that fire during chunk generation and biome decoration should be verified to ensure that they are only fired if the corresponding feature is enabled and can generate, and that the events are being fired at the correct time.

Currently known events that need fixing:

[x] BiomeDecoratorRTG#rPopulatePreDecorate --> events are only fired if a feature is enabled, but may not generate due to random chance.
