Download system vastly improved #83

Mod files are no longer in an open directory, instead all mod downloads go through a download manager, which also counts downloads for individual files. A new webpage for admins is added, which can be used to create new releases. A new table called downloads is added to the database. The downloads page now contains more information about every release and each release now has a new details webpage as well.
