Scouting app seperation #460

This topic was heavily discussed after the CMP. We experienced a lot of connection issues during the competion and discovered that many teams keep their mobile app separated from the PC app, and keep the mobile one completely offline. They submit their scouting data via QR codes, but there are many other possible solutions.

@ItayNaumann could you share what you learned in the meeting with 8033 (and in general as you talked about it the most)

Moat of the meeting was just discussing differences in our apps, but they did say we can make custom qr codes in flutter qr. If you want to get more info about how they made the connection to the db, I can ask for another meeting with them and to connect between you both.
