Modify ball sensor present method #80

From last nights testing it appears that a good place to mount the ball present sensor is directly below the tusks on centerline.

It is likely that the catapult and winch strap will be in the way of the sensor when the winch is not retracted.

Modify the method in the winch subsystem so that the ball present method returns false when the winch isn't retracted.
