Add the ability to manually actuate the monkey bar pneumatic to the oeprator controls #45

In F2 at south florida our auto climb sequence didn't complete.

The operator didn't have the ability to manually actuate the monkey bar, so there wasn't really a way to manually complete the climb.

If we add the ability to set the state of this pneumatic, we should be able to complete the climb manually if need be
