Update drivetrain measurements #2

The existing drivetrain measurements are for the 2021 skills robot. We should update the drivetrain measurements once we get details on a chassis size.

Completed with practice chassis for practice and comp.

Re-opening since we have a TODO to get these measurements. I think we lost confidence in them when we had issues with the skills bot swerve. If they're good to go (at 18.75 right now) - we can remove the TODOs in code and close this issue.
