Scaffold Turret Bot Code

Turret Bot code needs to be started soon. Since we are tossing out old 2024 code (it's due for a clean-up) we need to:

• Start a new project
• Start a git repository (call it turret_bot_2024 or kirby_bot_2024 if you like the name :lgtm:)
  • DO NOT FORK FINAL BOT. please 😁
• Setup the frameworks: AdvantageKit, Monologue
• Install vendordeps for: CTRE, PathPlanner, Phoenix 6 (+ Phoenix 5)
• Copy the LimelightLib single-file static library,
• Migrate the github workflows AND the scripts (clear_all.sh and clear_deploy.sh)
• Finally, migrate the following subsystems AND utilities
  • Swerve Subsystem
  • PivotShooter Subsystem
  • Shooter Subsystem
  • Vision subsystem
  • The following utilities: PhoenixUtil, TalonConfigEquality, TalonUtil, Util.java, LoggedTunableNumber, DisableSubsystem
• Autos should not be migrated at this point in time.
• Systems task is linked to start scaffolding Linear projects.
