Arm subsystem #6

Finish arm subsystem with requirements from mechanical and electrical team. Current tasks:

[x] Determine appropriate sensors and actuators (and types)
[x] Identify functionality to properly name variables
[x] Add manual and automated (position-based) controls
- Possible 100% of automated functionality could remain in-subsystem by using the sensor subsystem
- Would keep logic close to the I/O without requiring complex commands
[x] Display arm state on dashboard
- Current position(?)
- Current state (?)
- Other
[x] Merge into main codebase

Post merge:

[x] Refine with input from drive team

Additional items:

[ ] Limit switch for resting position (Stop motor moving that direction)
[ ] Home on startup (Not enable, but instead when the robot powers on/inits)
[ ] Home on button press (May need to be a dashboard button to allow us to home while disabled)
