I think I figured it out
Under the phone info menu, settings, select radio band; the default seems to have been US bands; Changing to auto/europe fixed it.
Please add a "radio band" output on the phone info page!!! This would have saved a lot of time.

I'm normally in Canada, and the phone works great there; Rogers SIM card.
In both the Netherlands and Finland, my normal SIM did not see any networks at all. In Finland I bought a Saunalahti SIM (4,90EUR), and I still get "No Service".
I expect to get at least: 2G 900+1800Mhz GSM (EDGE) 3G 2100Mhz UMTS (HSDPA)
In Mobile Network Settings > Preferred network type; I have tried: GSM/WCDMA auto WCDMA only GSM only GSM/WCDMA preferred
Under the phone testing interface (##4636##) I get: Signal Strength: 214748347 dBM 255 asu Location: LAC = unknown CID = unknown Neigherbouring CID: no neighbouring cells cellinfo: (blank) Roaming: not roaming GSM service: Emergency calls only GPRS service: Disconnected Network type: unknown
