Updated values of Picker+ coefficients; documentation issue fixes #1108

This PR will update the coefficients to Picker et al. fits based to match the values in the latest version of the paper; it also makes some updates to documentation.

(Flagging for @jeffriley and @ryosuke-hirai -- but not quite complete yet, draft for now, should be done shortly.)
