Set block times to 2 minutes for both testnet and mainnet #25

Currently, both are set properly to 2 minutes, but we are going to do another few rounds of testing with testnet fixed at lowest difficulty.

Before launch, make sure we reset both to be ~2 minute block times with 30 block retargets.

How low is it safe to go with block times? Quick blocks with many blocks per round creates a good user experience for this project. Would 12 seconds blocks x 50 blocks per round (still 20 minute rounds) be doable with a reduced block size?
