Overpower issues #361

Describe the bug You can not overpower the dodges from Retaliation

To Reproduce Steps to reproduce the behavior:

  1. Fight mob
  2. Pop Retaliation
  3. Wait until one of your counter-attacks gets dodged
  4. Overpower procs but cannot be used

Expected behavior Being able to Overpower the dodge
