Add Meteoric Iron Bell (again) #307

This is NOT ready for review. - Recreated after I accidentally closed the last pull request

I've added a functional Meteoric Iron Bell, which currently uses the default Minecraft bell sounds.

Tasks needed before being reviewed:

[ ] Fix bell block model (currently, the bell is invisible while the stand is visible)
[ ] Create textures for the bell block
[ ] Use datagen to dynamically create block and item models
