Give the user the option to store their encrypted secret key on ~~our servers~~ Chrome sync storage. Anyone would have access to this encrypted key, but it can only be decrypted by users with the original master password.

Requirements:

[x] #1 done
[ ] UI for option to do this
[ ] Use encrypted secret key from ~~our cloud~~ Chrome sync storage in place of disk for everything in #1
